If watermarks create contrast issues with text then it could fall under the contrast criterion. If the watermark is visible but not available programmatically (e.g. to users of screen readers) it could fail under a criterion such as SC 1.3.1 Info and Relationships.

I appreciate the insight!
I'm testing a web-based training for compliance and I know watermarks are frowned upon but wasn't sure if there is specific guidance to back up that statement and mark it as non-compliant.

Watermarks can be a major barrier for people with intellectual, cognitive, learning and/or neurological disabilities by just being 'in the way' of the text. So creativity is needed when using them (over and above the low contrast barrier), if it is possible to go a different route.

Just my experience with them.
