I think the onPremise version is similar to the Cloud version, but only updated as often as the client wants it to be. Perhaps you are on a very old version, because my onPremise copy has improved in accessibility significantly since in the last 5 years.
I have started to create a couple of AppleScript tools to speed me through using Jira though, and I would not mind doing the same with JAWS and perhaps even a NVDA plugin.
