Hello,
I don't think accessibility and user experience can ever be in conflict. In
order to make a great user experience, it needs to be accessible. All
compliance is asking for is that the product be accessible to as many users
as possible.
This question may be stemming from the idea of making a great user
experience for a small subset of the population, and in that case, yes,
making the product more accessible may change that focused experience. But
digital products can be customized, and there can be preferences set by the
user to make the experience better for them specifically.
But mostly, the problem is that focused experience is very familiar and
liked by that small population, and they don't want to change it. This is
why we have compliance, so companies are required to think about more than
their narrow "target" customer.
