My memory was that it was explicit but I haven't referred back in a while. I suspect I'd mulled it over a bit and arrived at that understanding. I think your proposal is spot on. I guess there's two levels to my thought:
1. Does it pass the technical requirement (Sadly that's what some customers want/need)
2. Does it effectively work in the real world (hence including the observation )
