I agree that the "author" should choose color combinations that meet contrast guidelines. But the reality is that those colors can be shifted depending on the monitor/printer/device. People have reported content violating contrast on their monitors even though the CSS or Phototshop may say otherwise.
So, my personal best practice is to avoid combinations that barely meet the guidelines and look for ones that would probably survive color shifts.
Unfortunately, I don't have a formula for that.

I measure the colours as specified (i.e. as delivered by the code. Without checking again that's my recall of the checkpoint) for pass/fail but if that produces an effect that is apparently less than ideal I will mention that the font styling could be an issue and suggest changing font/weight/colour as an observation.
