Attachments MS Word 2019

Dear WebAIM List,

I seldom deal with attachments as is, preferring to view as HTML using
my NVDA screen reader. However, I am told this option changes any
interior formatting that may have occurred by another party or editor.
How do I open an attachment in MS Word 2019 having set options to
unprotected view in Word?
The document is said to be a PDF, would it work better if the file
were an RTF and be openable without having to scan and download?
I don't know where the file goes when pressing enter on the command,
scan and download. In earlier Word versions, they opened
automatically.
