Hi Bob,
Although it does not seem absolutely clear what you are after, let me try:
First of all, WCAG is not a regulation. It's a standardized set of guidelines for creating accessible contents and interfaces. You can apply the guidelines to web pages, mobile applications, desktop applications, documents and other types of digital contents and interfaces, and you can measure whether your solution complies with the guidelines. Although the means you use to implement may differ across different platforms, technologies and interfaces, the principles behind the guidelines are the same. Sometimes you may need to tweak the wording in WCAG to have it make sense in a particular context, but the intentions and principles remain the same across.
For specific guidance, I would suggest that you have a look at the EN 301 549 standard (https://www.etsi.org/deliver/etsi_en/301500_301599/301549/03.02..01_60/en_301549v030201p.pdf); based widely on the WCAG, it covers users and usage (i.e., that an application should be functionally usable by blind people; that an application should be usable with common assistive technologies) as well as gives suggestions to how to implement in a particular context (web, non-web documents, software). I would particularly recommend that you have a look at chapters 4, 5 and 11.

One of my projects is something that does not currently apply on desktop we
have a one-pager, whereas, on mobile web, the flow is progressive (multiple
pages- Dialog inside Dialog).
Yes, we are using responsive designs.
We need to understand if this is compliant.
