That's the critical question that no one can answer.

Just as an aside. I contacted the Equality Advisory Support Service (EASS) and they said they can't answer that question because their focus is only on individual cases. Unfortunately, they didn't say who could answer the question.

I'm going round in circles. I'm dizzy: feeling like Vic Reeves - or should I say Tommy Roe. That's a pop reference for people of a certain age.
