how to configure text color and background color in various browsers

In Firefox it is possible to configure foreground and background color.
We have a web application where users can take tests. They can select various fonts and font size and specify line spacing
In chrome and Edge it does not appear to be possible to specify text color or background color.
Is Firefox the only browser that has this capability?
Are there plugins for Chrome or Edge that can do this?
I am wondering about the best advice to provide to users that require this functionality.
