Browsers, even though they all include PDF viewers, are notorious for ignoring PDF’s accessibility features. This is, sadly, a business decision… but I digress.

Accordingly, to be friendlier to users who require the file to be on their desktop in order to read it, it might be best to offer an additional link to “Download the file” using the standard HTML attribute as documented, for example, here:
