Because 99.9% of the web sites out there abuse the title attribute for
visual tooltips, SEO or redundant repetition to adhere to a certain
standard (whatever that may be - internal or automated accessibility
tests).
Just look at any SEO forum (I just did it this morning so the pain
still burns) and you'll see a plethora of posts talking about "alt
tags (ouch!) and title tags (double ouch, as there really is one) in
links help google rank".
