Visible control, yes...but it should be in the *browser*.
It's the browser maker's responsibility to make these options more
readily available and clear to users. I'm tired of having to work
around bad user agent design / UI...

For my next web project, I'll be including a home, back, refresh button
and a text input where they can type any web address they want to go
to...;)

The main objection I have (not so much with regards to "back to top" links,
but certainly with text size widgets, for instance) is that they're not
consistent (both visually, and in how they behave) across sites...and obviously
the fundamental issue that we as web *content* developers should not
have to do the job that is clearly in the remit of the web *browser* developers.

Of course, it's the idealist in me talking.
