Indeed, but it's a far more intuitive and obvious control than View ->
Text Size -> Increase. It's provided as a convenience to the user.

It's useful when the user is unaware of the alternative. As I stated
before my primary goal is to deliver information to my users, not to
educate them in the ways of their browser of choice. If I can educate them
at the same time then that's a positive bonus, but if the choice was
between users not being able to access information due to their lack of
knowledge of browser configuration, or providing a simple, easy to produce
visual text-size control, which would you choose?
