What a frightening idea.

By definition, a DOCTYPE declaration specifies the formal syntax rules
that a document purports to comply with. Nothing more, nothing less. Any
conclusions concerning semantics add just wild guesses to the current
guesswork and are bound to give wrong results _very_ often.
