I think this is the most pertinent aspect. The misunderstanding seems to
be that certain devices aren't using JavaScript, when they are (just not
well). E.g. JAWs is on top of IE (or Firefox), the browsers are capable,
it's just whether the screen reader uses it.

For the Basecamp type applications it seems to be keyboard access or
signifying page updates that are the main issues, rather than lack of
JavaScript. (Although I haven't read article linked below yet.)
