what? where does it say that? i can't find that
anywhere. what i found is:
"Mark up abbreviations and acronyms with ABBR and
ACRONYM and use "title" to indicate the expansion:..."

CSS2 has aural style sheets:

In particular, you may be interested in speak:
http://www.w3.org/TR/REC-CSS2/aural.html#propdef-speak
For example:
<abbr style="speak: spell-out" title="World Wide Web">WWW</abbr>
