All,
An update was just sent from the U.S. Access Board regarding the 508 Refresh (i.e. the "Draft Information and Communication Technology (ICT) Standards and Guidelines"):
Status Update from the Access Board on the ICT Refresh
On July 13, 2011, the Access Board voted to release a second draft of the ICT rule near the end of September 2011. We are working with the Office of Management and Budget on the details. The Board is taking this step to facilitate the collection of cost information and to promote harmonization with standards efforts in Europe.

The Access Board list sent this announcement today:
Status Update from the Access Board on the ICT Refresh

To me this isn't indicating a new review, just that the standards portion of what will constitute the NPRM is to be available in September. The regulatory language and/or budgetary review is apparently needing more time.

Two announcements in the same week - one that the Department of
Justice will not be providing web accessibility regulations for the
Americans with Disabilities Act until "at least 2013"
(http://lflegal.com/2011/07/web-delay/), and another that Section 508
guidelines are going through yet another lengthy draft review. Happy
21st anniversary, ADA.

I read "draft of the ICT rule" to indicate that additional changes and
review are coming. And how can the regulatory language and budgetary
review be completed on guidelines that have not yet been released in a
finalized state?
I hope you're right and that the end is coming near(er).

Jared, here in Washington, we review the reviews of the reviews. <grin>
But on a serious note, the revised draft of the ICT rule needs to be
publically released, allowing for further comments from the public before it
can be sent on its merry way to Congress.
This is the Board's formal notice that they've reached that step in the
process.
The ICT rules will also have to be reviewed by OMB (Office of Management and
Budget) to determine how much money it's going to cost the federal
government to deploy the ruling, as in how much will Sec. 508 requirements
add to the cost of creating and maintaining a federal website or publishing
their electronic documents, including Word documents, spreadsheets,
PowerPoint slideshows, and PDFs. This assessment is required by federal law.
In the end, today's notice means that the revised ICT rules are moving one
more step up the ladder. It's a positive note!

I'm not certain that this is putting one step forward on the road to final
regulations. This will be a second draft of the ANPRM and not an NPRM. Why
could the budgetary analysis not have been done at the NPRM stage?

Yeah, I'm not 100% certain, so you may be right. However, even if my understanding is correct and the draft standards are for the NPRM, it is still a proposed rulemaking, which means comments and possibly changes. This was always part of the schedule.
