Hello:
I'm well versed in the WCAG 2.0 AA criteria where it applies to a static web page and or forms but I'm a bit bewildered when it comes to a html document.
Let's just assume we have a plain document, no particular formatting to speak of, no bullets or any headings. Would the same WCAG criteria apply to this document?
Your thoughts please.

If it is "web content", then WCAG would apply. If it is a txt file,
then it would only be necessary to implement the accessibility
requirements that are possible in that particular format.

The only thing I would wonder is if it has no markup like headings should
it navigation is always a good idea the only time I can think of not having
any markup is on a simple paragraph

Could you elaborate, I have Google 'd until I was blue in the face and really couldn't nail anything down in relationship to your statement and the WCAG 2.0 AA recommendation.
