Success Criterion 3.2.4 (Consistent Identification)
"A link to the Contact Us page of a Web site has the link text "Contact". At the bottom of the page there is a link that also goes to the Contact Us page. It also has the link text "Contact"." ref. http://www.w3.org/TR/WCAG20-TECHS/G197,
Sometimes it is difficult to change the link text to be the same. Example:
The organization activities include:
- Helping mothers to understand how to deal with new babies
-
....... (later at the end of the page)
Courses we offer :
- Your newborn care
-
-
The two links go to the same page. Do you think adding title="Your newborn care" on the first link can be a way to make a consistent identification for the links?

It is more of a problem if the link text was the same, but the links went to different locations. That would be more confusing.
I personally would not bother with the title attribute as JAWS does not read it by default, and Voiceover on iOS does not read it, it is read however on the Mac in mountain Lion after a very long pause.
My advice is try to make your link as descriptive as possible to accurately inform the user of the intended target of the link and the behaviour (include within the link if it takes the user to an external website, or it is a PDF etc or will open a new window).
