So you have _nested_ lists? That opens a new nest of worms. :-)
But if you use the practical workaround that I suggested, style sheets are
not relevant.

<p> within <li> is not invalid (although it might be unwise). Maybe you
meant <p> directly inside <ol> or <ul>? There's no reason to that. If you
don't use list markup for lists, you can still use formally valid markup,
such as a sequence of <p> elements where each paragraph corresponds to a
list item. Or you could use a sequence of <div> elements. There would be no
automatic numbering, so you could simply put the numbers at the start of
each paragraph or <div>.
