All (or mostly all) of the online card sorting tools that I have found rely
on dragging cards to a list or group.

You might look at WebSort, which asked users to name the card topic and
automatically grouped them. As I recall, they had more of a list approach.

Before these online tools, we did a small card sort by creating a
spreadsheet and asking each person to arrange the topics in a column and
then put a title at the top of the column. It was very easy to convert the
XLS into a more standard format and then use the analysis tools. There's a
nice one that avoids the common dendograms in favor of a spreadsheet that
shows affinity dispersal that I find much more useful.
