Hi all,
we've been using CCs for our course videos for years, having started with
the WGBH player, back when it was about the only web video player to
support CC. Since synching is a long and expensive process, my boss
decided some time ago that we won't sync videos for our talking-head videos
of subject matter experts. We still have the transcript available for any
users who want to click to view it as the full text of the video, though.
Is this considered compliant, or do all video transcripts need to be
synchronized withe speaker in the video?

Your solution is non-compliant. Captions are required to be synchronized. Transcripts are not considered captions.

Section 508 (outdated but still in force)
1194.22 (b) Equivalent alternatives for any multimedia presentation shall be synchronized with the presentation.

Hi Mike,
Synchronization is required.. in other words, captions are required.
You might want to try out SyncWords - https://syncwords.com - which
seeks to address the "long and expensive" part of your comment. If you
create an account, ping me and I will zero out the charges so you can
give it a spin. I think you'll be amazed at the quality of captions
coming out of it. Since you already have a transcript, you should get
results back in a few minutes.

Thanks, Mike Moore. I'll present that to the CEO. I wanted to have all
captions synchronized, but was overruled as soon as I was no longer the one
creating the captions. (back then, I was a one-man IT team) His main
argument is the reverse of "except when the media is a media alternative
for text and is clearly labeled as such." In these videos, the text is the
alternative for the media. Hopefully, I can convince him otherwise.

Mike, I've found that the YouTube automatic timing feature works pretty well, particularly when the audio is clear. Not automatic captions, which are, shall we say, interesting. :)

You load the video and transcript and then ask YouTube to sync the two. You might have to tweak the timing a little, but usually it works well.
I agree with the other Mike that the lack of captions makes the media non-compliant with WCAG 2.0 Level A.

Well, when I presented the rules, evidence, and solution to my CEO, he
reacted just as strongly against it as he did before. His reply was,
"There's nothing about the talking head video that actually needs
synchronization." While that may be true, the rules say that all videos
need synched transcripts. Can anyone point me to a page where this is
explained in a way that will make him see that even talking head videos
need syncing?
We do sync the transcripts for all non-talking head videos, though.

why not make them an MP3 download, podcast type of thing and not a video
that adds nothing except increased bandwidth. Then you can provide a
transcript.
Or have a page with an accessible audio player with the transcript on the
page.

Just what I was going to say. If the visual adds no value, then put up a
photo (with alt, of course), an audio file and the text.
If there's value in seeing expression.. that's a different story.
I've also found that using the automatic timing feature in YouTube with an
accurate transcript works pretty well.

If the video is important, how much work is really involved in timing and synchronizing the captions with the speaker? Is there that much time and cost involved that it makes a serious business reason to nix synchronization?

The time and cost is in getting the actual transcript of the audio portion of
the media. If it is a pre-approved script that is being presented by the
smiling talking head, then the hard part is already done. If it is a general
conversation [sic] that is not pre-scripted, then transcribing the audio will
take time (which = money). With a bit of practice, I have seen roughly 6
minutes to 1 (or, a 5 minute video would take roughly 30 minutes to
transcribe). For low volume producers, this may prove to be the most
cost-effective.
"Time-stamping" the transcribed text can be achieved in a number of different
ways: it can be done manually using free tools like MAGpie
(http://ncam.wgbh.org/invent_build/web_multimedia/tools-guidelines/magpie), or
Microsoft's HTML5 Video Caption Maker
(http://ie.microsoft.com/testdrive/Graphics/CaptionMaker/) where, again with
practice, it will take roughly 1 - 2 minutes per each minute of real time
audio (or, up to 10 minutes for that 5 minute video), or it can be done
programmatically (as previously noted), by using services such as YouTube, or
tools & services such as what DocSoft offers

Thanks all. I agree with everyone. We do have transcripts available via a
link right below the video player, but they're not synced for captions,
which, apparently, follows the WCAG rules for this type of video. I also
agree that, since we have the scripts for the videos, the hard work is
done. I've been using SyncWords to generate caption files for the videos on
our corporate site that don't have them already, but we've got hundreds of
talking heads videos with no good way to automatically distinguish them
from the rest of the videos in our courses. SyncWords has a great API that
I could leverage to automate this, but my boss says that we will replace
those videos by the end of the Summer with better versions that include
slides or something else interspersed. As such, they will require captions
and we will create them. Given that we'll be replacing the videos, I can
see his point of not spending the time to go though all of our courses to
find and process the videos.

IF a major overhaul of the videos is in the works for the near-future, then holding off might well make sense, time and money-wise. What about audio-description? Will you be able to work that in at the same time, bringing the videos up to a more full level of accessibility and conformance while you have the opportunity?

since the videos are just single-person talking heads with no changes in
the scene, we don't need audio descriptions...based on my understanding of
the regs, anyway.

Ah, right â on the current ones, you did say that, didn't you? But, in the new ones, you mentioned there might be slides or something else interspersed. So, there could be more visual content included then, couldn't there? So, Audio-Description could be appropriate or simply an increased/improved narration which takes the visual content and the needs of potential viewers into account. Just some Friday afternoon pondering âº

What if the first question we asked was, "what is so unique about this situation that it justifies exclusion? instead of, "how much does it cost to make it accessible?

Hi Gary,
since the videos are just single-person talking heads with no changes in the scene, we don't need audio descriptions...based on my understanding of the regs, anyway.

IF a major overhaul of the videos is in the works for the near-future, then holding off might well make sense, time and money-wise. What about audio-description? Will you be able to work that in at the same time, bringing the videos up to a more full level of accessibility and conformance while you have the opportunity?

The new ones will have captions, and there won't be any action, just slides
and the like, so you're not looking at the same person's face for five
minutes.

The addition of "...slides and the like..." will likely warrant audio
description or similar to be WCAG compliant. While captions will benefit the
deaf and hard-of-hearing user, the content on those slides will either need to
be described to the non-sighted user (AA conformance), or a full transcript
that includes text equivalents of the slides must be provided (A conformance).
WCAG:
SC 1.2.3 Audio Description or Media Alternative (Prerecorded): An alternative
for time-based media or audio description of the prerecorded video content is
provided for synchronized media, except when the media is a media alternative
for text and is clearly labeled as such. (Level A)
SC 1.2.5 Audio Description (Prerecorded): Audio description is provided for
all prerecorded video content in synchronized media. (Level AA)
