Subject: somewhat silly question on alt tags.

I'm curious for adding an alt if the image's purpose is to help focus
the visual user and:
- there is no link or button
-does NOT convey any important information
-nor it is a repetitive image
Should this be an empty alt or should there be a description?

helpful

I would think that perhaps wrapping the associated text in a H5 or declaring the graphic to be a bullet might make sense.
