Accessibility SMEs,
I need feedback on contrast requirement of text box (form element) border, when the focus is not on that element. Looks like it is not a requirement in W3C. It is listed as recommendation. I would like to understand if this is a mandatory accessibility requirement or just a best practice for compliance with WCAG 'A' and 'AA' standards. Also is this a good usability requirement?

It is currently not a requirement under WCAG 2 A/AA or Section 508. It is important for users with disabilities and is a good usability requirement.
