Along the same lines of this question can anyone recommend any
accessibility tools for testing NON Web based applications?

I frequently use a-viewer in Windows to look at what is being passed to the accessibility API.

I also use Microsoft's Object Inspector to inspect the accessibility properties. I have a tutorial on YouTube.

There is an accessibility audit / tester tool for Xcode. I have never tried
it you can find a video from the latest WWDC about this tool

It is included in the accessibility toolbar for IE but I have found that after you launch it you can use it on stuff outside of the browser.
