Do you know where I can locate a list of WCAG success criteria a
totally blind tester is able to locate without visual assistance? I am
an accessibility specialist tester and my employer is needing a list
like this. Would you mind helping?

If no such thing exists, I feel it would be a very worthwhile
endeavour for some of us to collaborate on creating such a list. It
would be good to pin down exactly how much of an audit a blind tester
could reasonably be expected to carry out.

I know that Deque has this information as part of their rule set when
using Assure. I am hoping that there is a publically accessible or at
least something like this that is reachable.

Yes, this would be good. The BATS (Blind Accessibility Test) is one of its
goals in creating content of this nature. There is more than I think the
average person think we can do.

It's been on my to-do list for some time now, of course the to-do list
often only gets longer.
Let's discuss over on the BATS mailinglist, come up with a template
and split up the work of writing the first draft.
