NVDA+Q rarely works for me.
I am using Windows 7.
I open task Manager with control + alt + delete,
Arrow down until I get to start task manager, and press enter.
If I am lucky I will be focussed in the list of processes so I press N until I get to NVDA.
Then press the application key or hopefully shift + f10 and then select end process.
I will have to see if your way works in Win7

If you are consistently seeing a problem with shutting down NVDA, I would
recommend that you report the problem to the NVDA developers. File an issue
at
https://github.com/nvaccess/nvda
A quick search does not seem to bring up this issue as having been reported
so far.

I rarely have a problem with NVDA+Q. Sometimes I forget that I have a
links list dialog open (NVDA+F7) and NVDA+Q won't work if the dialog is
open.
On the rare case where it won't close, I do what someone else recommended
earlier, I use WindowsKey+B to get to the right status, arrow over the
"notification chevron button" (it's usually the first element that gets
focus after WindowsKey+B), press space to open the list then up arrow until
I hear NVDA. Shift+F10 doesn't seem to work in that list so I use my
context menu button on my keyboard, arrow up once to "exit", then close it
that way.

Ah yes, this reminds me if the startup dialog is open, NVDA will not close.

I go a slightly different route (not very different but it might work
better in some situations)
I type "task man" into the windows search and press enter, that
consistently brings up the task manager.
I press ctrl-tab until I hit "processes".
Type nv in rapid succession to get straight to NVDA,
then press alt-e or tab over twice to the button labeled "end process".
This doesn't happen to me very often but sometimes if I try to run
NVDA and Jaws on the same system and forget to shut one down before
starting the other the capslock key is hijacked by one and won't work
with the other, e.g. pressing capslock-q to quit NVDA while Jaws is
running (even if I set Jaws to pass keystroke through).

Wow, nobody closes NVDA the way I do! (NVDA+n, x)
Cool to see there's like a bazillion ways. I have more issue
closing JAWS.

Have also noticed that NVDA won't shut down if the Speech Viewer is open -
always have to close that first.
