We're being asked to go beyond our regular website accessibility audits,
into the unfamiliar area where the blind use voice commands to explore
the online content that we helped make accessible.  They seem able to do
so well with iPhones but not so with Androids.

Does anyone know of a voice command app we can recommend the blind use
with their Android smartphones to surf the web with assistive technology
like NVDA reading the content?

I'm not sure if you are referring to voice command or a screen reader?

Voice command used by blind or low vision on iOS would be SIRI, on Android
it is "Hey Google."

Screen reader (like NVDA) on iOS is Voiceover, on Android it is TalkBack
(not all Android phones support TalkBack fully).

Google Voice Access:

https://play.google.com/store/apps/details?id=com.google.android.apps.accessibility.voiceaccess&hl=en_US

it's the Android equivalent to (and came before) iOS Voice Control (https://support.apple.com/en-us/HT210417)

Nvda doesn't do voice commands.
This question is a bit confusing.

I'm a blind android user and I use talkback and commentary screen reader on different android devices. I have no problem navigating the web.

If you want things read with a voice command, the google assistant does this. As do a number of plugins and apps on android.

As Jeffrey said, NVDA isn't an Android screen reader, however if you are also interested in speech-control with NVDA on Windows, check out DictationBridge https://dictationbridge.com/
This is a "bridging" software (similar to a paid software that works with JAWS called J-Say) which allows one to run both their screen reader and a speech recognition software such as Dragon or Windows Speech Rec at the same time without them interfering with each other.

However DB is definitely a Windows thing and not an Android thing. The earlier suggestion about Google Voice sounds useful.

cheers,
Mallory
