This has always bugged me but I've never looked into it. When you start
NVDA, it says ""Loading NVDA. Please wait."
But it never tells me when it's done loading. I am waiting patiently, as
instructed, but how patient should I be?
If something is telling me it's loading, shouldn't it tell me when it's
done loading?
I usually just wait a second or two then start navigating through the
webpage and assume NVDA is done (which is usually confirmed by NVDA telling
me about the elements I'm navigating to).

Yes it should. We apply the same reasoning to ARIA live regions. If we have one to announce "Please wait" or "Loading", we have another to announce "Please continue" or "Loading complete" or whatever.

When I load NVDA, from its hotkey alt-control-n I get four ascending tones, in sound, then it says taskbar, or desktop, depending on where I am placed -- so I know it is loaded. Likewise when I stop it, NVDA-q I hear four descending tones, and it is gone.

This has been my experience as well. Although NVDA does not explicitly state that it is done loading, by announcing 'Taskbar' or something similar, it does indicate that it has fully loaded.
Most aria live regions that I have come across never announce 'please continue' after 'please wait'.

Yes, I get the piano tunes when loading. After the piano tunes is when I
hear "loading". You didn't mention hearing that so I'm guessing some
people don't get the "loading" message?
I used to hear "taskbar" after a few seconds, sort of indicating it was
done loading, but I haven't heard that for a long time now. Perhaps the
version changed or maybe it depends how you start it, the hotkey versus the
Windows start menu. Sometimes I start with the speech viewer automatically
opened and sometimes I don't but I haven't noticed if that affects hearing
"taskbar".

I just tried and I am unable to get it to say "loading" no matter how I try to start NVDA. I just get the ascending scale when I start NVDA. I tried starting it with the shortcut, using the keyboard shortcut (which should be the same thing), starting up NVDA with the run dialog, and using the start menu.
I am using the latest version if that makes a difference.
