did anybody know which opensource Content Management System is Compliant with WCAG or Section 508.

I use Siteframe, I made sure the shell was compliant. It's very easy
to modify the shell.

Take a look at the oscom matrix:
http://www.oscom.org/matrix/index.html
Also this Google search:
http://www.google.com/search?q=508+compliant+cms&sourceid=firefox&start=0&start=0&ie=utf-8&oe=utf-8
....which suggested that drupal.org, nucleuscms.org and movabletype.org
(MT is not open source, though) output standards-based (and therefore
more likely to be 508/WCAG compliant) pages.
If you meant whether the admin tools themselves are compliant, I
wouldn't know, I'm afraid!
