I am testing a website that contains a date picker that remains in the same position on screen when the page is scrolled. At 400% zoom the whole of the date picker is visible in a 1080px high window. However, on monitors that are less high, the last row of dates is not visible and there is no way to get to them.

The SC doesn't say anything about window height, so this does not appear to be a non-conformance. Am I missing something?

1.4.10 Reflow is scoped very explicitly to a specific CSS pixel size of
viewport (to its detriment, but that's a different conversation perhaps;
also, it's inadequate in this definition because it doesn't take into
account browser chrome, Windows taskbar, etc...). So purely from a
normative point of view, I *think* you can only make a pass/fail
statement at those specific viewport dimensions (something I've railed
against for a good while). I would note this problem as a best practice
(a la "while nominally this probably passes, in practice users will be
affected...")

Thanks for confirming my thoughts. I believe that some people do this test at 100% zoom in a 320px wide window. If you do that (which I don't think you should), the date picker is only a small fraction of the window height on any desktop machine so you would be unaware of the issue.
