Subject: Zooming & Scaling Disabled or Not?

I've been seeing sites with user-scalable=no and/or maximum-scale=1 and yet, when I use browser zoom, the page zooms. Are these meta settings blocking zoom or not?

Starting with: these meta directives only worked on mobile browsers.
Desktop browsers have never reacted to them.

As sites started abusing these, mobile browsers started offering users
settings to ignore them. But nowadays, most (all?) mobile browsers
simply ignore them by default. So, they're not necessarily a problem
anymore these days, *but* if your audience could include people with
older mobile OS/browser versions, then they will prevent them from
resizing content and thus failing 1.4.4 Resize Text (unless they offer
separate ways to resize content).

Not to my knowledge, no (similarly to how none of them respond to other
viewport meta directives about initial scale, width, and so on).
