They define standards. Whether or not they are on some self-appointed
standards body list is of no consequence whatever.
WSSN is a self-appointed body that charges members a membership fee
in return for distributing standards documents. W3C has no need of
such a service, and presumably chose not to join.
There are far more international standards bodies than the few on
their list.

Jukka is right. W3C is not a standard body: they create recommendations
(html, css, xhmtl etc.) and guidelines as WCAG-A, AA and AAA, but not
standards.
To become a member of the consortium, a company must bring a lot of
money to W3C. I heard $ 50.000,- a year and that might be too much for
small companies. Perhaps it even might be a means to prevent that every
company will be a member of W3C and individuals cannot be a member of
W3C at all.
