I have a colleague wondering what are the options available when it
comes to voice controlled assistive technologies. Specifically, are
their any technologies available that would allow a user to control
their OS via voice command rather than a traditional mouse and/or
keyboard interface?

The two biggies here are Dragon Naturally Speaking, and IBM's ViaVoice.

There is also a "combo" of Dragon and Jaws that is known as Jawbone.

If you are open to any modern OS then a good choice would be Mac OS X.
As you will see at http://www.apple.com/accessibility/physical/ it has speech
recognition built in, with a number of add-ons available.

also of interest is the tiger release of OSX with its built in screen
reader technology - voice over
