But they can only do that if they own or control the computer -- at
home, or at work if they are allowed to.

I don't have statistics for the number or proportion of people who
rely on public machines (eg: in libraries, community centres,

Indeed - and have clearly written instructions too. That would help _many_
people. Unfortunately, public institutions may now even disable the font
size changing tools of Internet Explorer! The answer is _not_ that we
should put size changing widgets on our web pages; we would address just a
small part of the problem, and we could even become part of it, since the
clueless could then say that "all pages" contain size controls so that
browsers can be procrustinated!

Then they need to be lobbied (not just by disability rights groups, but
what they may class as "normal" users).
