I was working on a survey site recently where the viewport doesn't scroll content as the keyboard user tabs down 'below the fold'. That doesn't obviously fit with the detailed failures of either 1.4.13 or the proposed 3.2.7. Is that a use case that we should explicitly add to those or is it covered under 2.1.1 (I.e. it's not keyboard accessible as, although I can tab to it, I can't see the content it refers to?

I have seen this issue many times, and I report it under 2.1.1.

Do you by any chance have the URL to the site in question? I'd like to
make an example failure video for our testers to help them look out
for it.

Just waiting approval for that video – it’s done but I want the client to ok that it is sufficiently anonymous as it won’t represent their code in future
