Subject: Video of text - Section 508 requirements

Good morning, all,

I have been asked to asses the accessibility of a video and its conformance to Section 508. The video is essentially comprised of on-screen text, with incidental music on the soundtrack. I believe this makes it a “media alternative for text” and not synchronized media.

The video lacks captions, a transcript, and an audio track presenting information that is equivalent to that provided visually. It is just images of text and music.

It seems clear that the video is not fully accessible and needs work, since the on-screen text would not be consumable by someone who is deaf and blind.

But is it Section 508-conformant? I am having trouble finding an clear answer on the Access Board and W3C sites. I’d appreciate any help you all can offer.

It would count as a media alternative if there was actual (HTML) text in
the page, and the video was just an alternative way of presenting that
information. If the text is only available as part of the video, then
the video can't be ... its own alternative.

There have been discussions in the past about whether or a video where
the music is incidental really counts as "synchronised" media, but one
interpretation of this aspect is that the very fact that the visual and
aural part are all together in the video file makes it a synchronised
multimedia experience, regardless of intent.

Either way, you will want to at least have an audio description (to meet
both 1.2.5 Audio Description (Prerecorded) AA and 1.2.3 Audio
Description or Media Alternative (Prerecorded) A, assuming you're aiming
for AA). IMO, of course.

Hi there

In my agency, if the video contained text on the screen matches the spoken
audio, the text on the screen acts as the captions. If the video has no
audio of the text, a text version of the video is required, ideally in
HTML. The two must be distributed together.
