This is in response to some discussion a little while back regarding the skip links 508 requirement and using frames to satisfy that requirement.
I have found that Jim Thatcher's online 508 tutorials to be some of the most comprehensive that I have come across.

He says the following:
Adding skip navigation links is not the only way to satisfy the Access Board Navigation standard. Frames, if correctly implemented, can also provide navigation that is accessible and pleasant for a user who is blind. To create frames that are useful, you must use titles that convey meaning.
If a user knows there are three frames, a banner frame, a navigation frame, and a main content frame, for example, then on entering the site he can go directly to the content frame assuming it is well identified. This is very much like a skip navigation link.
Similarly, if the user prefers to check out some of the navigation links first, that is easy too.

That's great information, thanks for sharing it! We share his view that a single frame with navigation can provide a means of skipping links.

However, if I understand it correctly, you can't link to a particular page on a site that has frames. Please correct me if I'm mistaken.

It's possible, it's just harder. You need to have some sort of server-side programming
or scripting, usually, which checks to see if the page is within the frames or not, and
if not, reconstruct the frameset.
Otherwise you just typically link directly to a single page which may be lacking
navigation mechanisms.

Just so I'm clear, Kynn, I could link to a specific framed-page on your site
if I took extra steps? If this is correct, aren't you limiting the number
of effective links to your site by using frames? {I'm not implying Kynn
uses frames. Simply an hypothetical question.}
As a point of interest, the Canadian Treasury Board Standard 6.6 mandates
using frames only as an alternate format. Users must have a choice between
<FRAME> and <NOFRAME>.

Nope if _I_ took extra steps. :)

Well, not if I take the extra steps. If I don't take them, then
yes, I'm limiting the number of deep links into my site, but that
may be desirable to some site administrators.
