This is not recommended because (as I understand it) the speech browser will
announce that a new page has arrived and then poof, it is gone and replaced
with another.

What is the purpose of an immediate redirect? Generally, when a page has
been moved, the redirect is used to direct the person to the new location.
Granted, if the page has been moved, the person should be directed to the
new location but for accessibility reasons, this should not be done using an
automatic redirect, not at the client-level anyway (server-side is fine). If
you have to direct the user to a new location, then just provide them a page
with a link to the new location.
