It is a good piece, with some great discussion in the comments. However,
I just thought I'd point out that, while it cites a tweet by Robyn Hunt,
it was written by Nic Steenhout, who runs accessibility.net.nz.

Hello Jenison,
Of course a Sited developer can test for Accessibility if he/she
knows how a Visually impaired person uses Screen Reader. It is suggestable
he/she should use blind fold and use keyboard only.
It could be better if the Accessibility Test is taken by a Visually impaired
user. Though the Sited person better experience with Screen Reader, he can't
find out more Accessibility issues.
Testing with Sited Developer is better if there is no means(that is they
don't have Accessibility Tester or no visually impaired colleagues) to test.
