You can do it via the WYSIWYG. When you insert a layer, if you have invisible components visible, you can see where it is on the page. It will stack them one after the other. You can then drag and drop them in the right order without it affecting the actual positioning of the layer on the page.

You can edit the HTML in Dreamweaver (or any editor) after the layers are
created and reorder the DIVs to allow AT to read in a logical order. In
fact, you should always do that. Of course, this requires some knowledge of
HTML.

I do not know of any other way to reorder the DIVs in Dreamweaver, though
that could be a useful enhancement.

If you use the FLOAT and CLEAR properties [1] of CSS it will be easier to
keep in tune with the document order. Also with FLOAT and CLEAR you can
resize the text of the document with more consistent results than with
using EM units with left, top, width and height. You can see an example of
