Hi,
I have an instance of this on a page, and it looks wrong for me to fail it for SC 1.3.2, because a screen reader user can read the content. The images are decorative and do not show up for screen readers. What should this fail for?

If you have images covering content, that seems like a design and usability issue to me ... unless I'm not understanding this correctly.

What about coming at it from a different direction. If you zoom out the
font size, does the text underneath become visible? If so, then it's sort
of a 1.4.4 Resize Text issue. That is, at smaller fonts, you can see it,
but if you increase the font size, it gets covered by an image.
