Even if everyone stopped building pages with layout tables tomorrow,
there would still be a huge number existing sites that, if the content
has proper structural markup, could be reasonably accessible.
Seems to me that a good tool ought to be able to deal with these
legacy sites, that may *never* be updated, in terms of page structure.
