WAT Toolbar 2012, IE7 and Windows Permissions?

Hi there,
Has anyone had issues with permissions when trying to use the WAT IE
Toolbar (2012) on a secure computer using IE7 and XP Professional?
I'm wondering what security permissions need to be in place in order to use
the most features.
The system I'm on is wrapped pretty tightly so I need to discover what the
minimum is.
My IE Controls on the right work, but most buttons/menus do not, CSS,
Images, Color, Tables, Structure.
I looked for documentation and sent to development already. I'm hoping to
find someone with experience in solving this issue.
Would upgrading to IE8 help?
This affects several testers and I'm not sure I can get them all admin
rights, but might be to justify IE8 on a VM for a11y testing.
