One problem in which I am aware may be the version of Blackboard you are using. The NFB worked with Blackboard and put out version 12 which is deemed accessible at least 4 years ago.

Subject: [WebAIM] Blackboard/JAWS issues with form fields/edit boxes
Hello,
Just checking to see if anyone has had issues with a combination of Blackboard & JAWS-specifically, issues with form fields. We just tested Blackboard 9.1 with JAWS 14 & 15 and found that when a student came across a fill-in-the-blank, short answer, or long answer essay question on an exam, JAWS wouldn't actually provide any type of assistance in telling the student where and what to type. Additionally, JAWS and Blackboard seem to have trouble with matching-style questions, as well.
Thank you,
Jim Cavanaugh
