I don't think the duck rule floats. It puts design over functionality, which
doesn't feel right at all. There are button-like links used on every page of
some web sites, it's a design decision. What really matters is what it does,
so that people who can't see the design can find the control type they need
and expect in the context of the page and that it behaves as expected when
it is activated. The people most exposed to roles are those using AT, who
rely on roles to give them a clue to what action will occur.
*Links take the user to a new page; same page links move focus to other
locations in the same page
* Buttons have a same page action or submit forms.
