If I am understanding you correctly. You have currently two pages open.
Page 1
Page 2
If the tab for page 1 is open and you open another page. Page 3. The feature
you are talking back should switch from page one to page three? Is this
correct?

The default behavior of using ctrl+tab to go sequentially through all the
tabs is not broken. I'm talking about going into options and checking the
"Ctrl+Tab cycles through tabs in recently used order" option. That doesn't
work for me.
