Progressbars and Aria-busy

I'm not finding a lot of useful information about ARIA progressbars nor
about aria-busy.
Does anyone know of a good example of a progressbar?
Does anyone know if aria-busy is even necessary if the "busy" area is part
of a page right after a hard refresh and the content is simply unavailable
for a second or two?
If something is loading and it doesn't take long to fully load, I'm not
sure if a user would even have time to explore and find a spinner graphic
or the area with aria-busy set on it.
