sadly that was vary bad advice but we all tend to do just that.
many many screen reader users can not afford to update there technology
i try and think about 2 versions back is a best practus. however knowing
that you can check with who is your screen reader tester and see if they
know of any thing on your app that might need extra care.

now saying all that for jaws is one thing but you don't need to do the
same in NVDA if you test with the most recent vertion of NVDA you should
indicate in your accessibility statement letting the user know what vertion
it was tested with. the difference is that NVDA is free and asking a user
to update does not put a financial berdin on the user like telling some one
they need to have an updated vertion of jaws.
