Your example can be a subjective decision. 1.4.11 says "Visual information
required to identify user interface components" must have a 3:1 minimum
ratio. So you have to decide if the red button on the blue background is
required to identify that it's a button. I'm somewhat lenient on this
one. As you mentioned, the white text on the red background is ok. I
usually make the decision based on the button's label and if it's obvious
that an action will be performed. Something like "add to cart" or "open an
account". To me, having an appropriate action label is sufficient to
indicate you have some kind of button. That is, I don't necessarily have
to see where the boundary of the button is to know it's a button if it has
a good action label. I know I can click on the label of the button.
